Why is the base of my waterblock very rough with machine marks?

I purchased a Bitspower Premium Summit M Mystic Black Metal Edition water block at Micro Center in Columbus Ohio. The base of the block is not mirror finished, it is rough with machine marks. Is this a defect?

But the rough base is not defective.

It is our new design.

It has a better function than the last version.
